Article 24
(1)
Any dispute between two or more Contracting States
concerning die interpretation
or application1 of this Convention which cannot be settled through negotiation, shall, at the
request of one of them, be submitted to arbitration. If within six within six months from
the date of the request for arbitration the Parties are unable to agree on the organisation of
the arbitration, any one of those Parties may refer the dispute to the International Court of
Justice by request in conformity with the Statue of the Court.

Article 25
Except
as provided in Article 24 no reservation may be made to this Convention.

The International Civil Aviation Organization shall give notice to all States Members of the United Nations or of any of the Specialized Agencies:
(a)
of any signature of this
Convention and the date thereof;
(b)
of the deposit of any instrument
of ratification or accession and the date
thereof;

of the receipt of any
notification of denunciation and the date thereof; and

with die International Civil Aviation Organization with which, in accordance
